Anderson Township Park District Issue 32
On November 5, 2024, there will be a 1.9 mill levy on the ballot to continue to operate and maintain the Anderson Township Park District for the next 10 years. The cost of this levy is $67 per year per $100,000 tax valuation.
Although two years remain on the existing levy, the Park Board decided to place this levy on the ballot now to ensure the Anderson Township Park District remains in business. Voter turnout is greatest during presidential elections, bringing out the largest number of Anderson residents to decide on this community issue. The ballot language will state this is an additional tax even though this 1.9 mill levy will replace the existing 1.9 mill levy approved in 2016. If the 2024 levy is approved, the 2016 park operating levy will be rescinded.

What is a mill?
A mill is the amount of tax payable per dollar of the assessed value of a property and is defined as one-tenth of a percent or one-tenth of a cent (0.1 cent). Mills are often communicated as cost per $100,000 of home property value. For example, a 1.9 mill operating levy equates to $67.00 annually per $100,000 of home market value in Anderson Township.
What is an Operating Levy?
An operating levy funds the day-to-day operations of the park district:
- Personnel, utilities, and supplies to maintain the parks and facilities:
- Picnic shelters, playgrounds, hike/bike trails, nature trails, athletic fields, courts for tennis, pickleball, basketball, and sand volleyball, ball diamonds, dog field, amphitheater, skatepark, and the RecPlex: 3 classrooms, gym, and covered patio.
- The Anderson Park District maintains, owns, and manages 521 acres of park land for year-round recreational activities for all ages.

What levies do the Anderson Park District have?
- One Operating Levy:
- The 1.9 mill operating levy provides for the day-to-day operations of the APD.
- The operating levy expires after 10 years, last passed in November 2016.
- The park district’s operating levies have remained at the 1.9 mill level since 1992.
- One Capital Project Levy:
- The 1.0 mill capital project levy provides funding for park improvement projects.
- The park district passed its first capital project levy in November 2023.

How does the operating levy compare to the capital project levy?
This 1.9 mill operating levy is different from the 1.0 capital levy voters passed in November 2023. The capital levy enables the Park District to add exciting amenities to all our parks. The operating levy provides funding for the day-to-day operations and maintenance of the parks.

What happens if the operating levy does not pass?
If this levy does not pass, the existing 1.9 mill operating levy will continue into 2025. This levy will expire in 2026. The Anderson Park District will consider bringing a replacement operating levy back to the ballot in May 2025.

While the ballot language states “ADDITIONAL”, if Issue 32 is approved, the 2016 park district operating levy will be RESCINDED.
